Child protection agency blames its own errors in death of foster child

A searing internal review of Sacramento County's Child Protective Services has concluded that judgment errors and bias among agency workers were factors in the 2008 death of a 4 1/2-year-old foster child.

    Remember the CPS vendetta against Becky and Dave Giammona, where the same county and its workers claimed the house was vile and filthy? Yet, when the judge, who took special precautions to ensure that no one could be called to clean up any mess before the court went there, found no such thing. Sacramento CPS still doesn't get it: they need to fire the workers who lie and cover up the agency's problems.

    CPS needs to be broken up into separate unit an investigative unit that does report to anyone who has charge of foster care, a foster care unit, a family aid unit, and an adoptions unit, which also cannot be supervised by any one who is in charge of either investigations or foster care. Also, the court, in order to place a child in the foster care unit, must consider the care given by the foster care unit in comparison to the child's home. Also, the court should not take, into supervision, any child who hasn't been either intentionally abused or neglected by a series of positive acts or omissions. Let's eliminate the single incidents of neglect (like allowing the child to go with out a helmet) from CPS's purview.
