Report: Houston CPS missed abuse clues in 50 percent of cases
The horrific fatal abuse case of Emma Thompson resulted in the conviction of her mother this week in Harris County Criminal Court. But the case raises serious questions about the competency of the state agency that had previously investigated allegations of abuse of Emma but had taken no action.
